The main investment resource of the region’s economy changes in the condition of transition to the sixth technological way. So, the
role of human capital, its components and derivatives in the development of the territory has increased more than ever before. It has
pushed into background the financial capital, which was the main investment resource of the fourth technological way. Therefore the
methodology of target management by human development has high relevance. In the article there is a definition of region’s human development,
that describes the elements and the factors shaping it. Special attention is paid to the methodology of target management
by region’s human development, that bases on internal dynamic model of socio-economic territorial system. For model development
we used the technology of cognitive modeling. It is modern technologies of system analysis, the methodology of which was developed
at the Institute of Control Sciences of the Russian Academy of Sciences. All the researches were carried out on the example of the Rostov
region. It is the average subject of the Russian Federation located in the south of the country. The territory of Rostov Region is some
100.8 thousand square kilometers and equals to the territories of Belgium, the Netherlands and Denmark taken together.

The article considers the content and the structure of human capital. The term “human capital” is viewed as people’s abilities to
participate in the production process in order to make use of their potential skills. A particular attention is paid to the meaning of
social capital and its role in the formation of human capital. It is proven that there is not much research on the connection between
human and social capital. Human development index in Ukraine and 20 leading counties of the global ranking is examined. Based
on statistical indicators, the influence of deficiency in family social capital on the education process is defined. The scheme of distinction
between human and social capital is introduced as well as connections between them in a realization form of social capital.

В статье проанализированы существующие методы оценки человеческого капитала, определены основные подходы оценки эффективности инвестиций в человеческий капитал и предложен комплексный методологический аппарат его оценки.

Проведен анализ направления формирования механизма управления конкурентоспособностью человеческого капитала в условиях зарождения и развития экономики знаний. Определены условия эффективной государственной политики в области управления человеческим капиталом.

В статье установлена сущность категории человеческого капитала предприятия, проанализированы тенденции в обучении персонала и обоснована необходимость развития человеческого капитала промышленного предприятия.
