В статье представлены основные проблемы и тенденции формиро-вания понятия «качество жизни», а также взгляды некоторых ученых последних 100 лет на него начиная с А. Пигу – основоположника совре-менной трактовки – в рамках экономического и социально-экономического подхода к данной проблеме. Особенности эволюции понятия «качество жизни» соотнесены с особенностями мирового развития, а также экономическими, социальными, экологическими и другими проблемами середи- ны и конца XX в. Необходимость появления нового термина была выявле-на прежде всего журналистами и общественными деятелями, вскрываю-щими проблемы современности и стремящимися обратить на них внимание общественности и властных структур. Автор также отразил противоречия в понимании роли научно-технического прогресса в достижении лучшего качества жизни населения, сгруппировав представленных ученых по оптимистическому и пессимистическому направлениям. Определены также предпосылки перехода к социально-экономическому пониманию «нового качества жизни», более широкому, нежели схожих понятий стоимости, уровня жизни и прочего, в духе философских позиций античности, когда человек признается главной ценностью прогресса. The article considers the basic problems of formation and some scientific views on the concept of “quality of a life” during the last century starting with Arthur Pigou, the founder of contemporary approach, within the limits of economic and social-economic approaches. The evolution of the concept “the quality of life” is correlated to the world development, and also economic, social, ecological and other issues of the mid- and late-twentieth century. The need for a new term was revealed, first of all, by the journalists and public actors who study the problems of the present and seek to attract to them the attention of public and power structures. The author also reveals contradictions in the perception of the role of scientific and technological progress in achieving of a better quality of life by attributing the described scholars either to optimists or to pessimists. Also the prerequisites for a transition to social and economic perception of new “quality of life” which is wider than similar concepts of cost, standard of living and so forth and which follows the spirit of philosophical positions of antiquity when a person admits the main value of progress are defined.

The main investment resource of the region’s economy changes in the condition of transition to the sixth technological way. So, the
role of human capital, its components and derivatives in the development of the territory has increased more than ever before. It has
pushed into background the financial capital, which was the main investment resource of the fourth technological way. Therefore the
methodology of target management by human development has high relevance. In the article there is a definition of region’s human development,
that describes the elements and the factors shaping it. Special attention is paid to the methodology of target management
by region’s human development, that bases on internal dynamic model of socio-economic territorial system. For model development
we used the technology of cognitive modeling. It is modern technologies of system analysis, the methodology of which was developed
at the Institute of Control Sciences of the Russian Academy of Sciences. All the researches were carried out on the example of the Rostov
region. It is the average subject of the Russian Federation located in the south of the country. The territory of Rostov Region is some
100.8 thousand square kilometers and equals to the territories of Belgium, the Netherlands and Denmark taken together.
