The overview image of the public-private partnership is represented by cooperation between the public and private actors to carry out the activities of public interest, cooperation based on the capacities of each partner to allocate properly the resources, risks and benefits. The main elements of the institutional framework are established by the national legislation. The traditional domains for the development of the partnerships are necessary at the national level and for infrastructure. The increasing tendency toward decentralization of the provision of services introduces a lot of public-private opportunities like health, education and other social services in the non-traditional areas, as well. The study analysis presents the idea of partnership as a means of solving the problem of more and more limited resources which are at the disposal of public administration. The quality of legal framework and government policies for the development of partnerships gives to this way of cooperation, either the quality of strategy in the public policies, which purpose is to obtain greater benefits by combining the resources of those two sectors, or the limited solution to the relaunch of the economy and to meet the general interest.

The aim of our research is to find ways to improve the quality of training, including by improving the resource potential of this sector. The significance of education is in the socio-economic life of the country and its growth in the face of globalization, the essence, the state of the resource potential of the education sector of Ukraine and its structure. It is displayed their impact on improving the quality of education and improving training. Justified as a way of further increasing the resource potential of higher education and improve its use.
To ensure efficient use of the resource potential of higher education as an important factor in improving its quality must first adhere to the following principles: ensuring access to higher education, structural changes in the system of higher education, expanding public participation in its development, diversification of financial security, the creation of new incentive systems development training courses and educational programs; motivation faculty to improve teaching and methodological support, development of new courses and training programs for the innovation economy, etc.
All this should help improve the competitiveness of graduates of Ukrainian universities in the labor market.

Analysis of the implementation specifics Slow HTTP- attacks allowed to allocate a set of features, based on which is possible to detect this type of attack. The model of the web- server's behavior when implementing Slow HTTP- attack was created. The model is based on Markov chains using the machine as a means of describing the web-server transitions between states. The formulary relations allowing to calculate the probability of transition of web-server into overload condition for known values of intensities Incoming and outgoing requests were derived. Definable relations allowing to calculate the transition to web-server overload condition using the method of generating functions were withdrawn.

The analysis of realization features of low-intensity HTTP-attacks was performed. Three types of low intensity attacks were highlighted: Slowloris, Slow POST attack and Slow READ attack. Scenarios of each type of low-intensity attacks were described. Features of this type of attacks in comparison with low-level attacks such as "denial of service" were selected: they do not require a large Number of resources from the attacking machine, and they are difficult for the detection, since their parameters are similar to legitimate traffic. All three types of attacks have been implemented using the tool "slowhttptest". The web server Apache parameter by which can be realized these vulnerabilities were obtained. Different configurations of the server Apache, which exposed to attacks of this type, have been investigated. The basic parameters of the attacks, in which server Apache transforms into a state, where it cannot service requests have been allocated. For each type of attacks the characteristic features were highlighted. Parameters of http-request, which assume the detection of this type attacks highlighted. The analysis of mathematical tools of building the models for the systems for these types of attacks detection on the basis of the obtained parameters was performed.

Water self-purification [1-7] is an important example of ecosystem services. This function of aquatic ecosystems is necessary for sustainable development, and for sustainable use of aquatic resources (water resources), as well for environmental safety. The analysis made by the author in a published paper (Ostroumov, 2008) [8] showed that aquatic ecosystem (both marine and freshwater one) features a multi-component molecular-ecological mechanism for upgrading water quality. In other words, it is a multi-component, multi-process biomachinery for water quality formation and self-purification. The biomachinery includes the following items: (1) sources of energy for self-purification mechanisms, (2) the major taxa of living organisms as components of the biomachinery; (3) the biomachinery contains the functional blocks that perform functions of filters, mills, and pumps. A set of six principles was formulated. Experiments that the author carried out demonstrated how several types of chemical pollutants may produce damage to this delicate and very useful biomachinery which makes water clean. The experiments demonstrated that some chemical pollutants decreased important and useful functions of aquatic invertebrate animals which contribute to purification of water. We have found that the chemical pollutant as diverse as synthetic surfactants, detergents, salts of Cd, Cu, Pb, Hg, Co, Ti, V (Na3VO4 •12 H2O), and oil hydrocarbons inhibited water filtration by bivalve molluscs, the marine mussels (the Latin name of the mussels: Mytilus galloprovincialis). One of the practical conclusions is that we now see another aspect of important hazard from the low, sublethal concentrations of the chemicals that pollute the aquatic environment. Not only death of aquatic organisms, but also even a decrease of their functional activity in polluted aquatic ecosystems poses some danger and risk to the water system. The potential hazard of those low levels of the chemical pollutants is that the potential of the ecosystem to purify water will be decreased. As a final result, in future we may have water of worse quality.
