This article offers approach to the complex assessment of quality of a normative document (ND) of the quality management system used by research organizations in the terms of indic- ator of scientific and technological development level, and to direct assessment of quality of text part of ND. For interpretation of the results of the assessment it is suggested to use the average numerical value of Harrington scale limits.
