The aim of the article is to discuss the main stages of formation and development of Department of Health Service, Public Health and Medical Law of Saratov State Medical University. Scientific and practical contribution to the development of the national health over the years has been determined. Karl Lyudvigovich Myuphke (1868-1933) - architect-painter and constructor of Saratov medical university educational blocks and clinical center buildings. Appearance and realization of outstanding project - excellent architectural ensemble, that beautify center of City, Saratov's citizens obliged to his talent and artistic flair. In 1903 K.L. Myuphke, make projects and estimate of anatomical institute in Kazan. By that time he has already been important, certificated architect-painter, that graduated High Painter College, attached to St. Petersburg Academy of Arts.
