В статье рассмотрена проблема соотношения локальных и общемировой культуры, представлена краткая история русской культуры как части мировой культуры. Определены вечные ценности русской философии, ее место в системе мировой философии, роль русской философии в реформировании российского общества.

В статье показано негативное влияние рыночных преобразований и глобализации на доступ российских рыбаков к водным биологическим ресурсам. Приведены данные о состоянии рыбопромыслового флота, о негативном влиянии на экономику приобретения судов по бербоут-чартеру и о мерах, принимаемых государственными органами для строительства траулеров на российских верфях. Рассмотрены проблемы, связанные с большими объемами вывоза рыбопродукции с моря за рубеж, минуя российские порты.

Проведение всеобщей мобилизации и начало мировой войны отчетливо показали царским властям, что им не удастся на сколько-нибудь длительный срок заглушить крестьянские мечты о земле, покончить с аграрными волнениями. “У нас, — заявил Николаю министр внутренних дел Н.А.Маклаков при подписании указа о мобилизации, — война не может быть популярной в народных массах, на которые революционные идеи действуют сильнее, чем мысль о победе над Германией”.

The article deals with the VII department of the Department of common affaif the central government body had been occupied with national questions. The aim of the article is to define the departments role in the Home Office, to find out the influence of the I World war on the departments structure and new activity directions. One of the most interesting direction is fight with germans dominant in agrarian sphere and industry and strengthening Russian basises in Latvia, Lithuania, Estonia. The investigation of the structures links of the Home Office on the eve of the I World war shows mechanism of State machinery work and processes, which took place in Russian Empire in war time 

The article is devoted to the not enoudh studied question of partisan activity of the Russian Army during the World War I. The necessity to found partisan forces came out in the middle of 1915, when Russian troops had retreated all along the lines from the Baltic Sea to the Romanian border and Russia had lost large territory in the west. After the transition to “positional” war struggle in October 1915 the main part of the Russian cavalry divisions, which were sent to rear for recruitment, got out of action. That time General Headquarters issued special “Directions” about warfare in the enemy rear. It was done with a view to finish the regulation of the question to form partisan “parties”, spontaneously arisen due to the large amount of cavalry officers' requests. The main aim of the essay is to study the structure and tactics of that partisan forces 

The system of the food maintenance of the troops on the eve and during the first World War is regarded in this article. The study of the structure and functioning mechanisms of the system allows the author to analyze the effectiveness of the work of all Russian army quartermaster services on the whole critically appreciating concrete measures on providing army with the most necessary things 

In the article the problems of interaction of regional authorities with secret service of Northern front during the First World War are investigated. The relations of police, jendarme and secret service were very difficult, as far as questions of search and arrest of persons suspected in espionage, absence of the precise legislation in struggle with the spies and revolutionary figures are concerned. In the article the offers of the separate officials and officers of the Russian army on coordination of actions of regional administration and secret service of Northern front are investigated 

A gap between traditional conservative values and realities of social life at the beginning of the twentieth century already deeply transformed by modernization became a source of the crisis of European conservatism. Russian and British conservatives' reactions to it differed substantially. Russian conservatives preferred to reconstruct the status-quo according to their notion of the most suitable sociopolitical organization. British ones, on the contrary, were disposed to the strategy of adaptation of conservative ideology to changing circumstances 

The article is devoted to the questions of the Russian-British military and political cooperation on the Middle East in the period 1914-1917. This region which was the most difficult question in the policy of England and Russia in the end of XIX – beginning of XX century, became at the end the only war theatre where the strategically cooperation of the both allies came to the positive results. Germanturkish forces where destroyed and Persia didn't enter the WW I
