The present paper focuses on the functions of philosophy while the subject matter is philosophy as the general world outlook and adaptation of a human to the world. This issue is revealed in connection with the analysis of normative systems that allow us to construct social reality and to adapt to the world, which we cannot understand to the full in theoretical terms. The author uses a systematic methodology for considering the society and shows the possibility of applying the criterion of truth to normative systems; he also notes that a positive resolution of this issue is an important aspect of moral foundation problem. The author claims that duty can be deduced from existence reality. In this context, morality is examined in the light of the historical stages of its development. The true world outlook systems are determined by the degree of confidence that they can give to a human for adoption of a positive attitude towards the world. The peculiarity of value consciousness is revealed basing on the correlation values with the societal normative systems. It is shown that the validity of the initial assessments of the emerging reality is confirmed on the basis of correlated system of norms that ensure the sustainability of the forms of social communication.

Mathematical models of structural connectivity for fixed and dynamic systems are considered. Ezary-Proshan and Polessky estimations are given for fixed systems while for dynamic systems these estimations are determined in the state space. Quality of state estimation under different connectivity of vector components of dynamic system nodes is analyzed. It is shown that Tchebotarev-Achaev basic model approaches the procedure of stochastic synchronization of states. The presence of connectivity in the network structures, such as infocommunication systems, provides the acquisition of properties for the reliability and survivability of networks. For fixed (invariable with time parameters) networks connection is displayed as connectivity matrix, which may have a binary structure or consist of quantitative data de-fining the level of the connection (probability, number of channels, distance, etc.). The co-efficient of connectivity or connectivity probability for such networks is found by the approximate methods of Ezary-Proschan, Polesski etc. For dynamic (with time-varying elements of connection) network connectivity values can be obtained through the current assessment of the state of connectivity for each node from all adjacent nodes. For real posteriori evaluation of connectivity it is appropriate to use the state-space model that allows us to characterize the dynamic systems as deterministic and stochastic. Practice has shown that the state of the process allows to use the methods of stochastic approximation under the condition of choosing the sampling rate. The analysis of multi-dimensional differential systems shows that the existence of connections between components of the system cannot have arbitrary values. A large number of connections leads to unstable regimes. In the other extreme case: under the absence of reciprocal connection the system loses its system properties (integrity, emergence). The connection between random processes improves accuracy (reduced values of a posterior variance) of the estimates of the components for these processes compared to that case when data of the process are independent.

The concept of Biological Activity Spectrum served as a basis for developing PASS (Prediction of Activity Spectra for Substances) software product. PASS predicts simultaneously more than 780 pharmacological effects and biochemical mechanisms based on the structural formula of a substance. It may be used for finding new targets
(mechanisms) for known pharmaceuticals and for searching new biologically active substances. PASS prediction ability was evaluated by activity spectra prediction for 63 substances that are presented in the Molecule of the Month section of Prous Science (http://www.prous.com), belong to different chemical classes and reveal various types of biological activity. Mean accuracy of prediction turned out to be about 90%; therefore,
it is reasonable to use PASS for finding and optimizing new lead compounds. A web-site with a new internet version of PASS is introduced into practice in December 2001 (http://www.ibmh.msk.su/PASS). On the site,
one can find a detailed description of the PASS approach as well as some examples of its applications, and estimate the quality of prediction by submitting structures of substances with known activities.
