The analysis of stages of formation of the modern legislation, established kinds of medical aid and sources of their financing depending on levels of the power, structure of a network of organization of public health services concerning protection of constitutional laws of citizens on reception of timely, qualitative, highly technological and accessible medical aid is presented in the article.
