The results of the investigations of the competitiveness of human potential in the new social-economic conditions were analyzed\r\nby the author. There was also accentuated the fact that it is necessary to create the prerequisites for the increase and regulation of\r\nthe staff competitiveness at the level of separate enterprises with the help of organizational-legal, financial-economic and social\r\nleverage which will allow to use human potential more effectively and as a result will open up new possibilities to use innovative\r\npotential defining the future of enterprises in conditions of competition.

This article presents the main existing and potential competitive advantage Rostov agglomeration ensuring the socio-economic development and growth of living standards.

Current changes in an international situation cause need of achievement of such level of economic as security, which would guarantee internal stability, active participation in the international division of labor and at the same time national sovereignty. National interests of Russia form the main aspects of system of economic security and reflect the role both for society, and for the state as a whole. The stable economic environment allows economy to function effectively, increasing thereby not only well-being of nation, but also allows to develop to innovative technologies.

Competition and Competitiveness (COP) of the enterprise are important in economic terms , acquires special importance in this era of globalization . High level of COP is the guarantor of high returns. Consequently, under the current model of socio- economic development of the Russian Federation issues COP occupy a dominant place in the theory of the national economy. Despite this, to date, there is no single generally accepted definition of "competitiveness". An important characteristic of the COP of the company is its management model. Problem poses on industries in general, affect the approaches used in the management of the firms operating in these sectors. The specificity of the industry in which the company operates, may affect the impact of industry-wide problems at the individual enterprise. To this industry include pharmaceutical. Today's economic situation for Russian companies in the pharmaceutical industry is characterized by a low level of innovation component, low-profit orientation on the production of products (generics) , difficulties in the creation and registration of new products that eventually forms a low competitiveness of not only individual enterprises, but also the entire industry . Because of the strong competitive pressure from the nearest neighbors - China, India and other countries, as well as presence in the market a large number of manufacturers of large multinational pharmaceutical corporations, the development of Russian pharmaceutical COP greatly complicated. Import volumes of medicines, pharmaceutical substances, pharmaceutical goods in recent years tend to increase. Pricing and competitive strategy , used by foreign producers adversely affects not only the individual Russian companies , but in general, a number of pharmaceutical and related ( chemical, biochemical ) industries. In this situation, one of the main levers of influence on the situation at the enterprise level is the management of the COP. Control mechanism for the formation of a proper level is necessary to introduce a certain model that decision-making could consider the impact of key factors. The authors offer their vision model management competitiveness pharmaceutical company in a highly competitive market saturation.

The modern conditions of transformational changes and reinforcement of local government mechanisms make actual the problem of forming an efficient regional investment policy. The policy should consider comprehensively the level of economic development and investment potential of regions. Today, therefore, the question of forming regions competitiveness is of great importance, as the opportunity to develop its competitiveness by investments attracting. Competitiveness is a complex phenomenon, which is characterized by the influence of many factors. Competitiveness estimation of the region will be incomplete without its investment opportunities evaluation. Goal of research is revealing the main problems of investment activity development in Ukraine that affect the investment potential of the regions. The article is devoted to the peculiarities of investment activity in Ukraine, especially to investment potential of the regions. Attention is focused on the problem of irregular regional growth in the country, which leads to differences in the investment potential of regions and is caused by different groups of factors. Active measures of investment activity are proposed. The ways of increasing the investment activity of Kyiv region are intersected with national interests. However, the regional advantages should be considered: proximity to the political center, developed transport infrastructure and border location. Today investment activities in Ukraine are improved but still measures for increasing investment attractiveness of the regions are not sufficient.

Creating conditions in order to overcome negative consequences of downturn in the real economic sector, update industry and develop more prosperous competitive agglomerations is proved to be an extremely urgent problem for the most Russian Federation regions. Applying cluster approach in organizational policy implemented by regional authorities is one of possible means to solve problems referred above. Supporting sustainable development and strong economic growth using innovative methods of regional competitiveness is one of the prerequisite to form industrial complexes based on cluster technologies. Both traditional and new propulsion industries could serve as a base for formation of industrial complexes. Activization of processes mentioned above results in formation of the investment and innovative systems in regions, reduction of terms connected with adoption of innovations into production, more efficient usage of the recourse potential of a region, different forms of the public-private partnership.

A cluster approach is becoming increasingly recognized as a valuable tool to foster social-economic development. The increasing interest in clusters is only one aspect of a broader re-orientation of research and economic policy towards the microeconomic foundations of prosperity and growth. The economic policy debate had in previous decades been to a large degree dominated by macroeconomics and the creation of market institutions in transition economies. But while there is now fairly broad consensus on the type of macroeconomic and legal conditions necessary to achieve economic progress, it is also increasingly becoming clear that these conditions are not sufficient. As a new approach to help economies reap the full potential of an improved macroeconomic and legal context cluster-based efforts have received a lot attention.

The aim of this paper is to examine possibility of the integrated industrial complex creation, including enterprises of extractive and manufacturing industries in Khabarovsk territory. Formation of the industrial complex is based on organizational and technological interactions and complementarity between enterprises and their vertical and horizontal integration into cluster. Proposed method of industry restructuring results in the fact that the period of innovation implementation into production is reduced, recourse potential of the territory is used more effectively, finite-purposed reproduction cycles are formed.
